The signature of the honorary chairman of the DPS Ahmed Dogan was falsified in order to confiscate his properties, income and participations in commercial companies. This was announced by the press center of the “Alliance for Rights and Freedoms” (ALF), referring to the lawyer they hired, Veska Voleva. The accusations come amid an ongoing conflict over ownership of the assets, until recently controlled by a politician.
According to Voleva, the scheme began with the submission of a false application to the Registration Agency. The document states that Dogan is selling his shares in Sigda OOD, through which he also controlled other companies. Based on these actions, the Honorary Chairman was removed from the Varna TPP Board of Directors in August 2024 by former Transport Minister Danail Papazov.
The APS indicated that initially the registry office found discrepancies and gave instructions for correction. A new notarization of signature and content followed on a separate sheet, which the lawyer claimed was false. A declaration by Danail Papazov before the Commercial Register is attached to the documents.
To prove their claims, the defense ordered a graphological examination. She concluded that the signatures on the documents did not belong to a politician. The dispute over the control of assets and commercial companies developed publicly after information was leaked about serious liabilities of the Varna TPP to the state supplier Bulgargaz and commercial banks amounting to tens of millions of BGN.
The lawyer linked the transfer of company shares to the subsequent physical removal of Dogan from the complex in the capital’s Boyana district on April 12, 2025. Then there was high tension and an increased police presence in front of the property, after supporters of the formation gathered at the gates. For his part, Danail Papazov, in his capacity as the owner of the company “Delta Epsilon”, defined their actions as an inadmissible invasion of private property. A few months later, in November of that year, the iconic buildings at the base were completely destroyed.
The APS press center criticized the speed with which the state and municipal authorities issued all the necessary permits for the demolition of the buildings. They also noted the lack of response from the authorities to carry out a thorough inspection of the property. According to the formation, the institutions acted purposefully. “It’s just that the state, with all its might, has bent down and placed itself at the service of one person,” said lawyer Voleva, referring to Papazov as an impersonator.
Despite the reports about the events of April last year, the prosecutor’s office has not yet issued a final report on the case. Ahmed Dogan’s team has submitted a new complaint to the state prosecution and a request to the court. If the case is not resolved at the national level, the defense plans to refer the European institutions.

Ahmed Dogan was defrauded, and by forging his signature, his properties, income, participation in companies and their management were taken away from him.
This happened in the following way:
Initially, a false application was submitted to the registry office that allegedly Mr. Dogan was applying for the sale of his shares in the company “Sigda” OOD, where he is the majority owner, and this company, in turn, owns other companies in which Mr. Dogan’s properties are located. On the basis of this falsification, he was removed from the board of directors of TPP Varna EAD.
The registration office doubted the signature and gave an instruction to correct it, since the notary’s certification did not correspond to the submitted document. New machinations followed, as, in addition to the signature being forged, the notarization of the signature and content was also forged. A notary has certified that the signature was signed by Mr. Dogan personally, which is not true.
Through new contests /as the falsified signature itself and the notary certification are not on the document – contract for the transfer of shares/, but on a separate sheet. A declaration under Art. is attached to these documents. 13 para. 4 of the Law on the Commercial Register and the Register of Non-Profit Legal Entities by Danail Papazov, where it is explicitly stated in the declaration that a false declaration is criminally liable under Art. 313 of the Criminal Code. On the basis of these documents, the fact that Mr. Dogan was removed from the management and ownership of all companies was recorded.
For this purpose, we ordered a graphological examination, which gave an irrevocable conclusion that the signatures were forged.

Immediately afterwards, operations began against the unsuspecting Dogan, who was not only brutally evicted from his property, but in no time the two very large and well-maintained buildings in Boyana were razed to the ground. The interesting thing is that in order to issue the documents for these destructions, all the state authorities acted with incredible speed, impossible in ordinary cases. In addition, during the battles in Boyana, the state sent about 350 policemen to ensure precisely these illegal actions. And no one in power made any attempt to check and investigate the grounds for these actions. The event of the disposal took place on 12.04.2025, but until now, despite the complaints, the prosecutor’s office has not come out with any final act. It’s just that the state, with all its power, has come down and placed itself at the service of one person, which is clear to everyone, and whose replacement is Danail Papazov.
The cruelty and brute force displayed by the state can only be compared to the actions of a ruthless brutal regime. They are led by some center to which the state is hostage.
Mr. Dogan, through his lawyer, submitted a complaint to the prosecutor’s office and a request to the court, hoping that under the new political conditions things will be resolved according to the law. Otherwise, we will refer the European institutions, which will harm our country.
